At 10:49 p.m., a loiterer walked into a laundry room at an Austin, Texas apartment complex. The suspect closed the door and removed his jacket. A Stealth Monitoring apartment protection system monitoring operator called an on-site security guard.

The call to the security guard was unsuccessful. The operator called the Austin Police Department (APD) and gave them information about the loiterer’s activity and location on the property.

The video showed the Austin police arrive at the Texas residential property. A group of Austin police officers walked to the laundry facility where the suspect was lingering.

One of the responding officers opened the laundry room window while a second police officer shined his flashlight inside. One of the police officers spoke to the loiterer, who placed his hands in the air. The Austin police arrested the suspect without a struggle.

Loitering is not strictly an issue at residential sites. The Austin Police Department Executive Team wants to change the city loitering ordinance. It currently allows people to loiter on the shoulders and medians of roadways.

Nearly 30 pedestrians were killed on the Austin roads in one year, twice as many as the previous year. An ADP spokesperson said 37 percent of the deceased were homeless and 27 percent suffered from mental illness. As it stands now, police have to wait until someone steps into the road before they can react. By then, it’s too late.
